Consumer watchdog Which? Magazine recently launched an investigation into claims that local authorities set targets for their Parking Officers as a revenue increasing measure.

The Department of Transport’s guidance to local authorities is clear: “Parking charges are a tool to manage demand for road use and should not be used as a revenue raising measure.” It seems however that local councils disregard this – and unsuspecting drivers are bearing the cost.

While only six of the 95 local authorities questioned by Which? admitted they ‘expect’ a certain number of tickets to be issued, it is fair to assume that the practice is widespread. Lewisham’s quota for example, is a huge 78,400 fixed penalties per annum.
Two-thirds of councils are also breaking the rules by not allowing the 50% prompt payment discount if a motorist loses an appeal against a parking ticket, causing more drivers just to pay up straight away.

Which? also found that in typical urban car parks, warning signs were often obscured, gave poor information or were illegible, leaving drivers unsure of their rights and open to clamping and fines.

In light of its findings, Which? has called for appropriate regulation of the parking industry. including a standardised code of practice for private parking firms and an independent appeal process.
